According to the writer Graham Yost, producer Mark Gordon and he briefly considered this film as a potential sequel to Speed (1994). The studio wasn't interested in a story so disconnected from the first film, they decided to move on with Christian Slater and Minnie Driver playing new characters instead of Keanu Reeves & Sandra Bullock reprising their roles.
