The two brawls between Steppenwolf and his Parademons and the Justice League take place in abandoned or isolated places like abandoned underground facilities or ghost towns. This was because Zack Snyder received criticism from fans that he simply doesn't care about civilian casualties during the final battle sequences, given to what happened in L'uomo d'acciaio (2013) and Batman v Superman: Dawn of Justice (2016). So Snyder set the two face-offs between the League and Steppenwolf in two deserted places, with minimal to no civilian casualties.
