The realm is referred to as the Seven Kingdoms despite there actually only being six kingdoms at this point. The main story takes place from the years 112 to 132, and Dorne is still independent and won't become the seventh kingdom until the year 187. This isn't an error though, every Targaryen king claimed Dorne long before it unified with the other kingdoms.
