An unmade episode was planned in which the Scarecrow poisons Gotham's water supply and meddles with the TV and Radio transmissions to make the entire city afraid of Batman. Batman must try to restore order while avoiding rabid mobs of civilians and police as he attempts to track down the Scarecrow and the antidote. It's likely that this episode was retooled into Batman: Dreams in Darkness (1992), and bears a striking resemblance to the plot of Batman Begins (2005)
