When Sam Lowry is at the Shangrila Towers, delivering the "refund" to Mrs. Buttle you can see a mysterious figure smoking cigarettes behind a corner in the building, apparently a spy, though we don't see his face. Later in the scene, as Sam is running up the stairs he bounces on this man. Even though the spy's face is hardly observable, if you pause you can see that he's Terry Gilliam himself.
