The sequel has been in development hell for 5 years. Originally slated to release a couple of months post the first part's release in 2013, about 40% of sequel had already been shot prior. Producer Aascar Ravichandran had taken up the sequel project and filming had commenced. Later that year, Director Shankar's i (2015) staring Vikram and Amy Jackson, had commenced productionPost production had promised more VFX and graphic work compared to it's predecessor. The first Hindi teaser was showcased in IIFA in 2014, indicating the sequel was near completion. Delays continued owing to Shankar's 2 year production schedule and post production work had slowed down. In the process, Aascar bought and distributed additional films not to much success. As delays continued, Kamal Haasan's commenced work on Uttama Villain, Papanasam and Thoongavaanam. This would be the first time since the 80s where Haasan has had multiple releases in a span of 2-3 months the following year. When Shankar's film was about to release, Aascar had taken liberties to rope in Arnold Schwarzenegger for the film's audio release. As a result, post production work for Vishwaroopam 2 was put on indefinite hold. Eventually, Shankar's I (2015) did not perform well financially & Aascar was held accountable for his back to back financial failures. Vishwaroopam 2's release was in question and presumably shelved at the time.In 2017, Kamal Haasan had procured rights to the sequel & post-production works had resumed. As part of the deal, distribution rights for the Tamil and Telugu versions were shared between Ravichandran's company and his (Raajkamal Films International.) The Hindi rights were later sold to Reliance Entertainment and Rohit Shetty Picturez in conjunction with Haasan's production company.
