The Ghidorah head that Godzilla bit off during their second fight made a reappearance during the King of the Monsters post-credits scene, where it was purchased by the movie's human villain, Alan Jonah (Charles Dance). Jonah didn't return for this film but the head did come back into play during the movie's "Team Godzilla" story. Madison (Millie Bobby Brown), Josh (Julian Dennison), and Bernie (Brian Tyree Henry) discovered that Ghidorah's skull had a role in how Mechagodzilla functioned. According to Bernie, APEX had a second one as well, which must have been installed within Mechagodzilla's body. Apparently, all three of Ghidorah's heads could communicate with each other telepathically, and APEX was using this ability to control their mechanized Titan. Until Ghidorah took over, Ren Serizawa (Shun Oguri) used a psionic uplink to connect to the skull that was inside Mechagodzilla. How there could be two surviving heads of King Ghidorah isn't explored (and might be a plot hole), but the movie's novelization does at least explain one mystery, which is how the head from the Mexico fight ended up in the possession of Walter Simmons and APEX (despite being bought by Jonah). Two years before the movie, Simmons sat down for a meeting with a mysterious individual. Though the person's name was never said, it was quite obvious this was Jonah. This was made clear by his sinister demeanor, wanted status, and the fact he had Monster Zero's head. After the man revealed he had two skulls instead of just one, Simmons was persuaded to purchase them for a large, undisclosed sum. It's quite surprising Jonah let go of Ghidorah's head, regardless of how much money he was offered. His goals in regards to the Titans suggested he could have had something interesting in store, so unless he secretly already got everything he wanted from them, it looks like Jonah abandoned any scientific plans he may have had. As for why he would do that, it could be Jonah knew he'd need a large assembly of scientists backing him to make proper use of it, or as an eco-terrorist on the run, it's understandable he wouldn't have the right resources. APEX, on the other hand, was a different story.
