According to the events of the MCU film Spider-Man: No Way Home (2021), Max Dillon/Electro got pulled into the MCU universe the moment he got overcharged and vaporized in the power grid during this film's third act. How this could have happened is unclear, as it was explained that only people who know that Peter Parker is Spider-Man were pulled out of their universes, and Max/Electro never meets Peter without costume, and never shows any awareness of Peter's secret identity. However, in No Way Home, Max briefly mentions that while he was absorbed into the grid, he had access to all electronic data, so it is likely that he was able to piece together Peter's secret identity that way.
