Pretty much the only thing the movie has in common with Scooby-Doo is Scooby, Shaggy, and Scrappy being in it (and even they're way off). There are no mysteries or mystery elements, the monsters are entirely real and are never even thought to be fake, and the plot is basically Wacky Races (1968). If you changed the names and designs of the above characters, you would never know it was a Scooby-Doo film.
