Although is never explained, Penny Halliwell probably worked from Home as a needlewoman and a chef. After Patty died (she was a waitress) and is implied Victor didn't help financially (see S01E03), Grams' incomes probably came from needlework and cooking, which would also explains how she got time to take care of the girls.
