The Steven Universe showrunners have stated that even when an episode seems like filler, there is always something valuable and new written into every episode. For instance, in "Say Uncle," a non-canonical crossover episode with Cartoon Network's "Uncle Grandpa", Steven and the Crystal Gems get into hijinks that can't possibly have any bearing on the rest of the storyline. Yet, at the beginning of that episode, Steven doesn't know how to summon his Shield reliably, so Uncle Grandpa appears and gives him advice, hinting that his shield only appears when he feels maternal love or needs to protect someone. Using this new information, Steven has a breakthrough and manages to summon his shield at the end of the episode, showing that even the most off-base episode in the entire series can teach characters (and the audience) new things.
