Despite never leaving his domain, Dr. No is well informed about what is going on. Even when Professor Dent goes to Crab Key to warn Dr. No about how close Bond is getting, No informs him that he's already aware of what's going on. Obviously, this comes through his spy network. All of Dr. No's spies are Chinese (or half Chinese). There's Miss Taro who's stationed in the British Government Office, the female photographer who keeps trying (and failing) to take a photo of Bond, and there's a Chinese woman working as a secretary in Professor Dent's office. Even the "Three Blind Mice" assassins are spies. (Though not said on film, in the novel they are identified as being half Black and half Chinese.) If you pay close attention to the background of the scene where Bond and the Police Superintendent arrive at Strangways' home, you'll see the Three Blind Mice far in the background walking down the street. They are identifiable by their habit of walking in a single file as part of their cover as blind men.
