Police Chief Barnsdale was a recurring character in the TV series, who had a tough time cracking down on crime in Dakota after the Big Bang. One of his first ideas to battle Bang Babies was the Metahuman Capture Division, which would use non-lethal force to capture them. Later, he would allow Static to assist with metahuman crime.
