After the botched execution at the beginning, Warden Williams furiously asks her staff why the condemned was not given any water prior to the procedure (dehydration can make it difficult to find a vein). When she is waiting with Anthony Woods on the day of his execution, she makes a point of offering him water from the pitcher and glass in the room.
