According to the Bewitched "bible" (instructions that lay out the fundamental rules of writing for a particular TV show), the show's focus wasn't supposed to be on magic or witchcraft. Instead, they compared the show's basic situation to that of a working-class man who marries a girl and afterwards finds out that she is extremely rich. Since this was back in the early 1960's (when men were expected to be the sole breadwinner and head of their households) the husband insists that his family live within the limits of his own average salary, rather than rely on his wife's inherited wealth. In other words, the show was basically about the troubles of a conventional man trying to maintain social norms after marrying a far more powerful woman; the magical elements were a clever gimmick, but (according to the show's "bible") shouldn't be the focus for scriptwriters.
