In the film it is stated that the attacks were carried out from cyberspace from infected machines all over the world such as pcs sitting in office buildings and dorm rooms. Currently in reality there are several "bot nets" comprised of thousands to millions of "infected" computers that are used to carry out massive attacks on corporate and government infrastructures. Several of these botnets are ran by criminals and rogue nation's but there are some that noone knows who or what are running them.
