The reason behind the female police officer's immediate acknowledgment of Joy's kidnapping and the address of Old Nick's house is never explained in the film. However, it can be speculated that it might have been the same officer who was put on charge of the kidnapping case back in 2008 (the year of Joy's kidnapping).
