Sir Ridley Scott declared in an interview that Rick Deckard is a replicant (something disputed by Harrison Ford and Rutger Hauer). If so, Deckard hunted down and retired his own kind. Interestingly enough, this has become relatively normal in Blade Runner 2049 (2017), which takes place 30 years later.
