It's somewhat strange that T'Challa is surprised by Bucky's metal arm as his hand is visible in their fight earlier in the movie. And, as the news also states in the movie he's widely known as the "Winter Soldier" because of the release of the S.H.I.E.L.D. documents in the previous Captain America movies. Perhaps because Wakanda separates itself from the outside world and lives in secret seclusion, they didn't pay much attention to the news. And since Bucky's hand is the only metal part that's visible during their fight, perhaps T'Challa didn't realize that Bucky's entire left arm is metal.
