(at around 52 mins) The newsreel refers to the arrival of Japanese Ambassador Kichisaburo Nomura. He was sent to Washington to back up Ambassador Saburo Kurusu. While a dedicated and loyal diplomat, Kurusu appreciated America's stance regarding Japan's militaristic interests and genuinely hoped that a diplomatic solution could be found. Nomura was much more hardline. His arrival was quite significant as it was Nomura who, some 14 months earlier, signed the Tripartite Pact that allied Japan with the Axis powers of Germany and Italy.
