Peacemaker said his helmet represents freedom and liberty. But, when he fights Rick Flagg, he is suppressing freedom and crushing liberty and never picks his helmet back up. In his twisted mind, he could justify everything he has done. But there is no justification for actively and brutally murdering a man to stop him from doing the right thing for the freedom of America, and attempting to murder a frightened woman to get rid of a witness to his crime and stop her from also revealing the truth. He left liberty behind for the rest of the film.
