Bruce Timm had created a character sketch of Victor Zsasz in case if they were able to add him to the show, but this was turned down by Paul Dini, who would say that Zsasz would never be used. This is quite justified, as Zsasz is one of Batman's darkest villains, having no quirks, apart from being a straw-nihilist (extremely cynical) serial killer, who keeps count of his victims by carving a tally mark into his skin.
