When Secretary Ross is presenting the Accords to the Avengers, he compares Cap's lack of awareness of the whereabouts of Bruce Banner to the equivalent of the loss of a nuclear warhead. 2008's The Incredible Hulk centers around then-General Ross's manhunt for Banner and his alter ego The Hulk.
