Apparently, Jor-El promise to the Council for not leaving Krypton is a nonsense. Since that he knows that Krypton is going to explode and killing the planet and all the Kryptonians, common sense would dictate that he and Lara would take a ship to leave Krypton looking for survive. However, the promise is justified as it was the only way to keep Council far away from his activities in his lab, creating not only Superman's pod but giving him the green crystal as the only way to preserve all the Krypton science, technology, culture and knowledge on Earth.
