According to storyboards and Ang Lee's DVD commentary, he originally wanted the Hulk to be nude during the dog fight sequence. However, Lee felt it would become hard and impractical to keep the PG-13 rating and thought the idea became ridiculous when trying to find ways to cover the Hulk's modesty since it felt like an Austin Powers scene. Therefore, the Hulk wears boxers during the fight but loses them when killing Lily, so he's naked afterward.
