The Ghost isn't evil, just desperate -- her powers are killing her and she just wants to survive. Likewise, her father, Elihas Starr, a.k.a. Egghead, is not a good person by any stretch in the comics, but his only scene in the film is dedicated to him trying to save his wife and daughter.
