Given that the film was begun before the Wall Street Crash of 1929, it could not have been intentional, but theatre goers in 1931 would have been well aware of the common "riches to rags" story of millionaires being wiped out practically overnight in the Great Depression. The Blind Girl in 1931 likely would have assumed that was how he was a Tramp, not that he had misled her all along.
