When Cartoon Network agreed to co-produce a second season, they had two stipulations for the show's crew. The first being there had to be more action and the second being they needed to reveal the mystery behind the setting and explain the mysterious event forty years prior that brought upon the widespread amnesia. Lead director Kazuyoshi Katayama has stated that while they agreed to these demands, they had originally never planned to explain the backstory of the series and wanted leave the series open ended and without a conclusion. This was because he wanted The Big O to feel like a classic adventure anthology series, where the viewer could start and end with any episode, with the overall mystery and quirks being the bizarre window dressings of the setting.
