The Creeper abandons his disguise near the finale of each film, except for this one. It appears to be for practical reasons, as in the first film, he didn't want obstructions when his foot and hand regrew; in the second, it's suggested the cloth impedes his flight abilities as he had trouble with being harpooned until he shed his clothing. Adding to this is that he tore open his shirt before regrowing his head, which rose out of his chest.
