SHIELD's "Phase 2" in this movie is discovered to be using the Tesseract to create similar weapons as HYDRA from Captain America - Il primo Vendicatore (2011). This hints at HYDRA's larger connection to SHIELD in the literal Phase 2 of the MCU.
