On the stealth boat, when Stamper wraps the chain around Wai Lin & drops her into the sea, she struggles to get the chains off her, but you can see that she is able to move both her hands & forearms. Given the chain she is wrapped in is still suspended from a pully which is attached to the stealth boat, she could have easily pulled herself to the surface using the chain.
