Akiyuki Shinbô had considered giving lip-synching to Kyubey in the new world but Yukihiro Miyamoto said no since fundamentally Kyubey remains the same creature as before, only interested in energy efficiency, so he remains unchanged. Also in the interview it's stated Kyubey doesn't move his mouth to speak because he is communicating by telepathy.
