In his proposal to Frank at their initial meet, Leo suggests twice that he would be Frank's "father" in their future relationship. This lays out the core conflict at the root of their increasingly antagonistic relationship since, as shown previously, Frank already has a beloved father figure in Okla. Leo either did not know this or dismissed it, leading to his miscalculation that Frank would appreciate being "adopted" into Leo's crime "family" and simply accept Leo making wide-ranging decisions for his "son" without even asking him.
