The film got a green light mostly because an American directed. The Krays - I corvi (1990) had been very British in tone. Working Title wanted this film to feel like an American gangster film that just happened to be set in 1960s London. Helgeland directed Payback - La rivincita di Porter (1999) and wrote L.A. Confidential (1997).
