During the hiatus between seasons two and three, producers discussed possible storylines for season three. Executive producer Brad Kern wanted to bring in a season-long love interest for Phoebe who started out bad, but becomes good. Fellow executive producer, and show creator, Constance M. Burge was against the idea, as Piper already had a convoluted season-long relationship storyline, and she wanted to focus back to the sisterly dynamic of the show. After realizing that she wasn't going to win the debate, Burge left the series, and full production reins fell to Kern.
