James Gunn said the hardest song to get the rights for was ELO's "Mr. Blue Sky" because the band had previously cleared their song "Livin' Thing" for Guardians of the Galaxy (2014), but the scene it was in ended up on the cutting room floor. Whether because of hurt feelings, or just a feeling that they might be wasting their time again, the band was reportedly hesitant to greenlight the use of their song in the second movie. Once Gunn explained the importance of the sequence "Mr Blue Sky" was featured in, he had a fairly easy time of convincing them it was impossible to drop that scene from the final cut, so the song would appear in the film.
