In the film, as many other representations, Frollo calls the baby Quasimodo, meaning "half formed", as a cruel comment on his appearance. In the novel, however, the name is liturgical: It was common for children to be named after the saint or religious celebration they were born on. Frollo found the boy on Quasimodo Sunday, (the following Sunday to Easter) devoted to all newborn children which, according to the Church, were only "half formed" as they weren't baptized yet. So, book Frollo, being a priest, named the child out of genuine devotion and care.
