Leiji Matsumoto was inspired by the "Shinsengami", a special branch of the Japanese police that had existed in the late 1800s, to make the series an ensemble-cast drama. He researched on the lives of the Shinsengami members to provide an outline for each character. Many of the characters were named after members of the Shinsengami, including Okita, Hajime, Hijikata, Yamanami, Yamazaki and Todo.
