Legally speaking, because the man on the motorcycle did not identify himself as not being a cop he could have gotten in trouble. Laws against impersonating a police officer do not prohibit someone from dressing as one for Halloween, but they do prevent someone from letting others believe they are a cop. Max and the others were clearly trying to inform an authority figure of a situation, however preposterous it may seem, so the fact that the man led them on is actually a violation of the law.
