Gary Busey's character, Peter Keyes, was originally written into the script as Dutch, Arnold Schwarzenegger's character from the first film. It would have been a more robust role, and would have resulted in Schwarzenegger and Danny Glover sharing headline for the film. Because Schwarzenegger declined to participate due to his dissatisfaction with the script and director, the role was reduced to a secondary villain/anti-hero role and Busey was cast instead.
