After the surprise success of Speed (1994), Graham Yost's script for this film became a hot commodity (along with that of "The Flood" which became Hard Rain (1998) for Paramount) and was optioned by Twentieth-Century Fox. It was greenlit instantly by the studio once they were able to get Oscar nominee John Travolta to star. Travolta had become a bankable movie star again because of the huge success of Pulp Fiction (1994).
