In 2020 Stephen Hopkins revealed that he met with Steven Seagal for the lead role in the film. Seagal wanted the play the character as a CIA psychiatrist who knew martial arts. Hopkins passed on casting him, wanting the character to be an "average Joe" type. Hopkins had also envisioned Patrick Swayze playing the part.
