There's a moment in the novelisation where Monarch register a signal in Hong Kong as Mechagodzilla slaughters the Skullcrawler. Looking it over, Mark guesses that someone's producing a mechanical version of Ghidorah's call using an ORCA. He's halfway right - it's coming from an actual mechanical version of Ghidorah, as Mechagodzilla.
