In S4E23 "As Fast As She Can", Barney (Neil Patrick Harris) is trying to talk his way out of a traffic ticket. In S2E17 "Arrivederci, Fiero" it is revealed that Barney has a fear of driving. Thus giving the impression that he has learned how to drive, and his issues with buying a car in New York.
