The Soviet ambassador refers to the severe economic strain of trying to shrink the "doomsday gap" by having to develop expensive countermeasures for the non-existent U.S. doomsday machine. This was oddly prophetic. The fall of the U.S.S.R. some 27 years after this film was largely due to the economic strain of having to develop countermeasures for the American so-called "Star Wars" defense system ("S.D.I."). The irony was that the SDI system of ray guns and such did not work and the whole thing was essentially false.
