In the opening scene, Harry presents Vernon with a form saying it is for school. Later in the film when McGonagall is rounding the students up to go to Hogsmeade, she refuses to let Harry join them because he didn't get his permission slip signed by a parent or guardian, indicating that the form Harry was presenting to Vernon was the permission form to go to Hogsmeade. Although it isn't explicitly stated in the movies, at the end of the book, Sirius signs Harry's permission form as his legal godfather, which is happily accepted by the Hogwarts' teachers (since they know Sirius is innocent), explaining why Harry can get into Hogsmeade in the following movies without problems.
