This was originally intended to be a 3-part episode and not a season finale, but budgetary constraints brought it down to 2. It was also decided to have the first part have enough build-up for the second part that it could sustain the series over the long, fallow, summer hiatus (with syndicated shows being repeated often). It succeeded doing this very well (with non-standard shows not being tied into a network's tight scheduling) and built up a big audience. The second part managed to build on this epsode's highest ratings (totalled over the summer, they kept growing), to surpass it, making the second part the highest-rated (syndicated series) episode 'til that point, whereas prior to this, the series ratings were 'fair' to 'middling'. These 2 episodes made TNG no longer to be considered as being Star Trek only in name, but to hold the mantle on its own.
