At the start of the movie, during Lightning's races and practice at Willy's Butte, the speedways have bright colors and it is sunny, to symbolize his happiness. As he becomes more sidelined over the course of the movie, the speedways become dull and darkly colored, and it is cloudy and dark at Willy's Butte. (This is especially noticeable during the montage of Jackson Storm's winning streak.) At the end of the movie - following Lightning's shared win with Cruz and his return to form - it is sunny again and the racetracks are once again bright.
