And Emmett and Regan are entering the small town at night where the marina is and the various docks at the marina are, and separately Evelyn is going into another town at night, you see various lights are still on in those towns and along the docks, yet there is no electricity to power them. It's a common idea that people could just have solar panels in an apocalypse to keep them powered, but the thing is solar panels are all wired to feed surplus electricity back to the grid, which makes them not even worth it. It is possible, however, on the sanctuary island where the survivors live, providing that island already had solar power and massive panels and infrastructure already in place, that they are able to use solar energy for the purposes of supplying power and electricity on the island dwelling, but not on the mainland.
