Despite Moriarty's obsession with the Blackwood Device, and saying how it is crucial to his plans, it plays absolutely no important part in Sherlock Holmes - Gioco di ombre (2011). Though, in "The Final Problem," Moriarty is said to be involved in multiple criminal endeavors, so it's possible that he had other plans for the device.
